They really wrote them exactly the same, and if it wasn't mentioned by the writer (especially in other books), you didn't know.

He's already a superhero, its Falcon stepping into Captain shoes. The old Captain America is temporarily "dead". His partner in crime is replaces him, he just so happen to be black. If it wasnt Falcon it would of been Bucky.
