What should Obama have done that he didn’t?

Really the only thing the government should do that it currently doesn’t IMO is provide free healthcare, higher education and improved lower education in impoverished areas.

A degree of responsibility and change in mindset facilitated by education is needed for one to defeat poverty. Free money from the government isn’t going to help, just create more dependency

The black unemployment rate was 12.7% on January 2009. At its peak, the rate went up to 16.5% in 2011. On December 2017 the rate was down to 6.7%. I give Presidents a year after their term ends in regards to credit for economy for several reasons. If you want to be technical, the unemployment rate was 7.5% at the end of January 2017.

The black poverty rate was 25.8% in 2009. It rose to 27.2% in 2012 and 2013. At the end of 2017 it was 21.2%.

The median income for black people was $39,407 in 2009. The mean income was $55,688. The median income went down to $37,173 in 2011 and the mean went down to $ 53,918 in 2012. At the end of 2017 the median income was $42,511. The mean was $61,872.

Free money in my opinion is increasing entitlements like welfare, food stamps etc. Programs that increase dependency on the government. Investment in healthcare and education is investing in societal infrastructure.

I think that we should emphasize policies that can create a path out of poverty

There is no meritocracy in America. There never has been. Over 70 percent of people remain in the same economic class they started in. Your belief in a meritocracy is misguided. Everywhere you look positions go to connections and are reserved for certain people. A few people like me can grind our way through it all but we exceptions and not the rule.
