Maybe. You could also argue that Thurgood should have chanced it and stayed on the court until death. Thurgood died 4 days after Clinton took office. Say he died as a Supreme Court justice right after Clinton won between November to January. There's no way Biden (chairman of the Senate Judiciary committee at the time) would have let Bush replace him.

I was reading that people in those court circles thought Bush was going to win re-election so it wouldn't have mattered when Thurgood stepped down.
