The bombs were just as powerful as the bomb in Iraq. You do know triage was already set up because of the marathon, right? That's why more people didn't die. Dozens had their limbs cut off. So people survived but they were horribly maimed by what happened. If these bombs went off on the street during a regular work day, the casualty rate would be the same as it is when bombs in Iraqi markets go off. Deaths were low because emergency workers were already on site.

Yeah I saw those pics of the limbs missing. Thank goodness the triage was already set up and people could get help.
