I use scottrade I can't tell you about your second point. I mean to buy a stock you need money so what would be the point?

There are some brokerage firms that do not required a minimum balance to open an account. Some other ones required a certain amount ($500 and above) in order to trade stocks. You do need money in order to buy equality in a company. What are you trying to do in the long run?
