Well Nucky back story is leading up to him being in politics and eventually running AC and Gillian is a big part of that. I think the only reason she is around is to tie in how he helped raise Jimmy. Its still stupid, especially when we have a treasure trove of material in both the time skip AND in the years to come.

I got up to like halfway through the last season

They trying to do too much... they need like 2-3 characters to follow and let everyone be ancillary. They had like 10 main storylines last season and the season before.

I think Nothing really started it but it is more so what Nucky represents which is the old boss system.
