As someone who worked for an affordable housing agency I lol whenever public assistance is bought up as an example of the black community being a matriarchy.
There is no law on the books that says public assistance is only for a certain subsection of people e.g. Black women. That would be discriminatory.
You just need to be under the income limit for your household size and have a relatively clean record.

They either want to work or play around or both so the mom gets full custody. That's for the kids.
