I do apply it to whites and latinos. If you heard me on the cast or earlier in this thread, I said race doesn't matter.

Latinos and Blacks are falling way behind statistically though, but you'r right, the problem is wide spread among all races.

Why do people always argue about culture vs. structural conditions in a binary way like the culture developed in a vacuum, instead of being sociologically fostered in a crucible of bleak structural conditions, and thus has now become normative and compounds the structural hindrances? We need to start looking at things more holistically.

The Florida Board of Education's decision to approve new race-based academic goals has set off a firestorm of controversy. The plan calls for different levels of academic achievement with 90% of Asian students, 88% of Caucasians, 81% of Hispanics and 74% of African-Americans to be at or above grade reading level by the year 2018. Math standards have been set at 92% of Asian students, 86% of Caucasians, 80% of Hispanics and 74% of African-Americans to be at or above their math grade level. Many parents and community leaders have voiced sharp criticism of the new race-based benchmarks calling them discriminatory and shocking. But those who support the plan say that the goals set a higher standard than previous plans. Spokesperson for the Florida Department of Education, Cheryl Etters said, "Of course we want every student to be successful. But we do have to take into account their starting point." Etters also said that the various percentages were not meant to lower expectations but rather to set "realistic and attainable" goals.

i refuse to read all thru this thread. but i hope yall dont believe the Op's title. thats not the point of what florida was doing. the only way you will figure that out is by paying good attention to the statistics.

if black people in florida have to play catchup in education because they were held back by no faul of their own. meaning do to class issues, as well as racism (not allowing the best of materials to be placed in public schools where blacks reside most). means blacks will need more time to catchup then others who were given better tools years ago.

^^^ After a 2nd reading I sort of see what they are getting at.....but the presentation just comes off very much slimy and bias to say the least....They could have just said we want the various racial/cultural groups to surpass these thresholds...where they are currently at.....and besides what if you are part Dominican and Filipiino, but identify as black........or hell any mixture for that matter...how exactly are you going to determine if they did well for their race....

The thing is rather ridiculous.....they could have just said these groups are at these levels and we want them to surpass these thresholds...problem solved.......:damn:

thats is what they said. what happened was the media ran with it and incorrectly put it out there. even i was all up in arms. :damn: the wife had to tell me :whoa: and go over it again. she is in education. so we were discussing the system anyway. then i realized. oh yeah that is what it says. but now they have black college professors talking about this thing the wrong way. because of how it was presented. could it have been presented a bit better? sure. but the truth is the truth.

only 38% of black kids in florida's public school system or atleast that county. is at or above proficiency TODAY.

the plan they have in place says by X date, lets say 2018 i think. they will have 77% of black kids in florida's public shcool system or county(if that was just for a county i cant recall) at or above proficiency.

so lets break down even further.

if you have 100% black kids in florida.

only 38% of them is up to snuff
by 2018, 77% of them will be up to snuff.

and thats a huge improvement.

the reason they broke it down like this. is because its better to dis-aggregate the data then not to. this is how you find trends and are able to attack them.

meaning to get those floridian black kids at 77%. they may need to do special after school programs so they can finish their homework at the school since we know it wont happen when they get home because there is no parent there(working, or on crack, etc). where as lets say the asian community doesnt need that same help. but of course they dont. they were not slaves as an entire race in america, they are not intentionally held back in america like black people are even today. so of course we need more time and effort put into us then the average joe blow.

read this , the wife pretty much said the same thing. since she was a sociology major amongst other things and has been in education for shoot 7+ years. she would know. lol.

What is disaggregated data?
Typically, student achievement data are reported for whole populations, or as
aggregate data. It is not, however, until the data are disaggregated that patterns,
trends and other important information are uncovered. Disaggregated data simply
means looking at test scores by specific subgroups of students.
Here’s another way to think about it…

Former United States Secretary of Labor Robert Reich used to quip that he (5 feet
tall) and Shaquille O’Neal (7 feet) had an average height of 6 feet, but that the coach
would be well advised to consider more than their combined average before putting
Reich on the basketball team.
Here are several different ways to disaggregate data:
! Gender
! Socio-economic status
! Mobility (students moving in and
out of the districts at any given
time)
! Race and ethnicity
! Special education and disability
! English as a Second Language
(ESL)
! Enrollment patterns in courses
like physics or algebra
! Successful completion of specific
course such as advanced
placement
These are some of the questions you can begin to answer when you
disaggregate data:
1. Is there an achievement gap in reading, math or science among different
groups of students? Is the gap growing larger, smaller or staying the same?

2. Are male students performing better than female students in math? Why and
how will we increase the performance of female students?
3. Are there more poor or minority students in special education classes than
there are in advanced placement classes? What are the reasons behind the
difference and what will we do about it?
Disaggregated data can also tell you whether student mobility, professional
development for teachers, or parental involvement is affecting student
performance. How? You can look at the data by classrooms in a school, by
grade levels within a school or district, by schools within a district, or by the
amount of training a teacher has received. The task of retrieving this information
is best left in the hands of your district staff. Once you have the disaggregated
data, your role as a board member is to look for larger trends and patterns.

There are millions of asians working in sweatbshops for 25 cents a day that cant even read. Are they intellectually superior too? Of course not.

The primary factor in education is and has always been class and economic status. The reason racist cacs always try to blame everything else (like black culture) is because they dont want to address the one thing that can change the status quo. A kid from a low income home and bad neighborhood has alot more problems to deal with then just school like his middle and upper class counterparts. Address the economics and the rest will follow.

but the culture that im referring to is academic culture, not music, food or dance, but things like reading with children, study habits and vocabulary are all part of an academic culture and generally speaking things like that, that create academic environments, happen less in black households then in white or asian households

secondly nobody said anything about intellectual superiority, in fact saying its cultural is to say the other way around, its saying whites and asian arent intellectually superior, its simply cultural

but its a strong education that produces economic growth, its not the other way around, there is no such thing as addressing economics AND then education will get fixed, you cannot address economics of a neighborhood without addressing the education of the neighborhood

i do agree that the situation at home needs to be addressed and that is why i was saying the whole public school system needs to be looked at as to whether it should even exist in the first place, the public school system is not built to handle students that dont come from an academically oriented home, and they have to start, the school system has to start doing what parents themselves arent doing or arent capable of doing and it has to push parents to be more involved

i do think its funny that yall want to talk about cacs and racism, but get :what: when i suggest eliminating the public school system, do you actually have a problem with "cacs" teaching black children or are you just venting?

by no means am I saying that sociological issues do not impact the present state of black america. What I am saying is that in order to effect a change in these sociological inequities, we need to focus on changing the overall culture of black americans.

the perpetuation of a negative culture is what contines to depress the black agenda from ever reaching a legitamate starting point. Poverty is due to lack of knowledge or skill, and by strictly focusing on what caused us to be in poverty we divert attention from what we can control, which is the overall culture that dominates the black perspective.

We cannot control how much money is given to inner city neighborhoods, what we can control is the focus and attention that we give to our children and their education.


Education is the great equalizer in this country. By reinforcing that education is starting point to end poverty we can dramatically alter our culture, which leads to better socioeconomic conditions and opportunities.

Why should a school be punished with lower test scores and consequentially lower funding or unwanted administrative attention just because it has too many people of the wrong demographic?

How is that fair to the school? The school has no control over the students' cultural inputs at home.

Some of the so-called "best" schools in the silicon valley are 70-90% Asian American (chinese/indian). Are these schools doing something better than the other schools, or is simply the students who are producing these high schools?

I'm willing to bet that a school's demographic is the number one factor in influencing a school's test schools and graduation rates.

If we take racial test averages as given (they seem to be anyways), then a school's funding could depend on how many low average students are enrolled--regardless of the school's best efforts. I think it's more fair to schools if certain expectations are adjusted to control for the variable and uncontrollable factors (racial mixture) that a school faces.

I don't disagree with this. I just think these discussions often tend to get bogged down in these sort of binary, compartmentalized culture vs. racism/social inequality arguments. We need to look at the whole picture and how every factor intermeshes. That's all.
