Birthrates are plummeting worldwide. Can governments turn the tide?

Tell me it doesn't make sense from the POV of a government like Japan that has an average age of 49.9 years. They also work too many hours to socialize to meet potential partners which leads to fukking and making more people. I saw a video about Japan closing a bunch of schools because there simply weren't any kids in that area. It's kinda crazy.
But not in India and China where it really matters..

A population decline isn't a bad thing. 
It would be problematic if there was a population increase and the world still haven't figured out how to reduce waste and consume the amount of resources we currently do.

Btw plummeting birth rate for example here in canada I've been hearing that for so long. Yet its expensive as hell so duh of course the avg person can't afford to have a kid. Can't raise a kid in a 1bdrm apartment, daycare like 2-3k a month
