Would we count Kung-Fu movies in the 80s as action movies too or would they be in another category? Regardless 80s still wins. Too many genre defining movies and just all around legendary scenes. I mean these movies are apart of American culture. Even the bad ones had amazing OSTs.

i will go with draw. 80s had more action movies and they were more willing to be "crazy" instead of corporate. however, the production values of the 90s is superior, and that means some types of movie became possible when they either never would be in the 80s or would suffer if made (matrix, T2). also, the 90s gave us more interesting foreign imports, like luc besson and john woo than we had in the 80s.
