80s was just too raw:
The Thing
Aliens
Cobra
Predator
Terminator
Die Hard
Batman
Death Wish 2 and 3 (John Wick blueprint)
Roadhouse
Red Dawn
Above The Law
Robocop
Bloodsport
Top Gun
Commando
Rambo
Action Jackson
Lethal Weapon
License to Kill
Living Daylights

Even James Bond was getting even busier in the 80s...
Also:

Invasion USA
Missing In Action I and II
Iron Eagle I and II
Flight of The Intruder
Best of The Best
Red Heat
Tango and Cash
Red Scorpion
Raw Deal

80s had far more to choose from, but the much smaller number of 90s action flicks were simply better action movies. The Matrix fully exposed all the jank and cheese of 80s action flicks. Remember, 1980s Patrick Swayze and Mel Gibson were thought of as low key martial artists back then.
:pachaha:
My heart says 80s, but I used my brain and voted 90s.

Nah. Brawlers arent doing round house kicks. Also the final fight in Lethal Weapon between Mel Gibson and Gary Busey was anything but brawling. It wasn't until Lethal Weapon 4 with Jet Li, that Mel Gibson's fighting got exposed.
