I've got to go with the 80s, because I feel the action movies were much more thematically diverse: you had action horror (Predator, The Hidden), action comedy (Beverly Hills Cop, Commando), action sci-fi (Aliens, Robocop, Terminator), action fantasy (Big Trouble In Little China, The Golden Child), action noir (To Live And Die In LA, Thief), action war (Top Gun, The Delta Force)...and that's not even getting into Hong Kong/Japanese shyt.
The '90s had the same stuff but with better CGI, less cheesiness (overall) and better cinematography (overall).

The '90s had...

Jurassic Park
Point Break
Terminator 2: Judgement Day
Die Hard 2 & 3
Lethal Weapon 3 & 4
The Matrix
The Fifth Element
True Lies
Batman Returns
Independence Day
Mission: Impossible 1
Saving Private Ryan
Rush Hour
Bad Boys
Men in Black
Speed
Air Force One
Heat
The Rock
Face/Off
Blade
Enemy of the State
The Fugitive
Patriot Games
Clear and Present Danger
Falling Down
Set It Off
GoldenEye
Tombstone
Rumble in the Bronx
Con Air
Three Kings

I could go on and on. I love many '80s action movies. But I'm sorry - the '90s is top tier :yeshrug:

Actually more people than I thought actually do. They still consider T2 a great film of course but T1 had a different tone and was more appealing to some people
The zombie/horror vibe of arnold hunting humans down is what I love about it. But yea no shade to t2 cause that is also incredible.

T1 was more of a horror movie and the music to fit. It looks fake now but that eye cutting scene in T1 use to have me squirming and wincing back in the day

I wish the 90s had a stronger selection of Ninja movies, they had the Turtles but that's it.

I really can't pick between the two decades.

It's a draw.
