It's thors personal weapon made by Etri... The enchantment part was designed for Mjolnir, not stormbreaker... Besides Odin is dead he wasn't there to supervise how Stormbreaker was made. And even though Stormbreaker doesn't have the enchantment it's clearly made the same way with the same URU metal....

Believe it or not Stormbreaker in the comics supposed to wielded by beta ray bill...

They missed (or maybe I missed them saying it) the part where Rockets says that Thanos's snap released an unprecedented amount of cosmic energy on earth.
Because he is worthy, also I think it's the metal and magic in the uru that you can call to the wielder.. also Thor and cap both called for the hammers at the same time wires got crossed
