It'll do a lot on the state and local level. Specifically you have the power to determine who your judges are, who your prosecutors are, who the sheriff is, municipalities and even seemingly minor stuff like library chairs (which are currently banning African American literature down south).

A little bit high up you get state legislation, which is currently blocking parts of Obamacare that help many blacks and Hispanics (and even more poor white people) in multiple states.

Respect, Protect, and Support are usually the basics of any Code of conduct. People who uphold values, or in this case, codes, are LEADERS. Following and making sure other Black Africans are following the code makes you a LEADER.

So first part of your code isn't group economics, community policing, technology, or anything real.

you cannot build any proper code of conduct when your ideology is flawed. according to @Blackking:

- provide for your woman, strive to make her life easier
- create generational wealth for your children
