We did that in Elementary school, which for me was 90'-95'. It was part of the President Fitness Challenge that involved Shotput, Discus, Uneven Bars, Rings and all that stuff. We had metal gym bars outside, and three recess a day, so it wasn't that hard of a challenge if you were active.
Per the above comments, we had the 4-inch thick mats, those blue ones with not that much padding as well. We had some white kid, Cy, who was from the rich (for our town) area that always wore sweatpants and always vomiting problems because he was a fat kid for his age.
Long story short in order to get a passing grade, we needed to meet the minimum requirements, in which for the rope you just needed to go half-way. Cy was bemoaning he was too fat to climb, and he was right, but our PE teacher was telling him to at least go a quarter-way.
He ended up slamming down on his stomach, and vomiting over the gym floor.
