Not even sure how you could construe this is a set up either dude legit has to stay in another country because he is on the run. He did a self report and alerted authorities to his whereabouts and got booked.
You can tell by the video and the law enforcement response this is not some weak case against him

it's not. you can drive in and out of romania. let's just say that procedures on the romanian road borders (esp EU) can be *ahem* "lax".
that's one reason why they are refusing them access to schengen.
furthermore a plane doesn't say where he is. they wanted to get both of them at the same time.
i drove into romania 3 weeks ago and i don't think they actually stamped my passport.
