She had to have known she was at the wrong apartment and was planning to murder him when she got there to prove a murder charge. Her story is that she thought she was at her apartment and was shooting an intruder, which makes it hard to prove murder.
If they charge her with murder the prosecutor would have to prove that she lied about thinking she was at her apartment, and that killing this man was her intent from the beginning.
That is the reason I believe the judge wanted a murder charge, because it would be easier for her to beat.
If they charge her with murder, this will end like the Zimmerman case did. He would be in jail right now if they charged him with manslaughter because they couldn't prove that he got out of his car with the intent to murder Trayvon.

If her argument is that she was tired and ending up at his apartment was an accident, a manslaughter charge would be a more viable option.
I think the reason the judge wouldn't sign a warrant unless it was for murder was a trap cause then the prosecutors would have a difficult time proving that her actions were premeditated.

Just look up what defines murder in regards to the laws in this country and realize that this lady is a cop who will be treated as such.That's not correct.
