Again the reason they are doing this action is because the loopholes and guidelines are allowing them to do so.

I called this exact problem from the beginning where states weren’t going to want to give those funds back and instead use them on something that doesn’t involve it’s original purpose.

Did people actually think that everyone was going to do right with the money that they had leftover. It’s exactly why the government should have taken back whatever funds went unused to prevent this situation from happening.

I think that AL Guv is trying to use the loss of revenue option as a way to funnel the COVID funds into this new prison plan and the Biden Admin is going to try to stop it which means its going to be up to the court (most likely in front of a Trump appointed judge) to decide.

This situation would never be happening if the Biden Administration and government never allowed the loopholes and interpretation of the guidelines to take place. If you create the system in place that allows loopholes to be exploited, then yes you deserve more blame as you caused the situation to happen :yeshrug:

You can apply the same concept with the rich. Why would I get mad at the rich not paying their fair share of taxes if the government has allowed the loopholes all these years for them to do so?

If the loophole is there that allows it to happen, then there’s nothing that the Biden Admin can do about it and will lose unfortunately.

But making it possible to use COVID funds for a state's revenue losses isn't a loophole per se. It is something you would expect to be there but what isn't expected is for Alabama to basically admit they use incarceration as a revenue stream for their state.
They don't usually say those things out loud like that.

The administration has clarified that these funds can also be used to support evidence-based community violence intervention programs, summer employment and educational opportunities, and other investments that we know will reduce crime and make our neighborhoods safer.

That’s literally the loophole and interpretation that they are going to try and use to devote those funds towards nefarious purpose. Try and make the argument that prisons are considered vital public services with “statistics” to prove it.
