In those previous stimulus bills, you had Republicans in Congress wanting states to give back unused COVID-19 funds so they could be used towards future stimulus bills. That included their own Red states as well. Those guidances gave all states the loopholes that they needed to not give the money back and instead use elsewhere.

That should be $700 million less that Alabama receives from the infrastructure bill since they still have unused COVID-19 funds.

Alabama don’t dictate what money they get from Congress. If they got $700 million excess with nothing to spend it on, then take it out of the money that they will receive from the infrastructure bill. That will solve this problem and nip the conversation in the bud.
