It should be noted that a lot of those contracts are a waste. Excess money with nothing to spend it on, so they throw shyt at the wall, so they don’t lose out on it.

That's why I always scoffed at the idea of Fraud Waste and Abuse when leadership would bring that shyt up when I was in the Air Force

More money in what they’re doing now. Military is getting more tech based. Hence why Musk setting up shop in Austin is strategic besides the GIG factory. US Army Futures Command is there and their whole steez is on the tech side of things.
