I think that whoever said the chaining of the dragons earlier was correct.

3 large dragons with an army of Unsullied trying to chain them up sounds pretty complex technically considering the dragons are completely CGI and very detailed.

They never said the expensive scene was a long one, they just said it was the highest cost per second

It could be 10 seconds of footage for all we know. The only thing that is confusing it is the director calls it a "battle" and we know there are no battles. He could have just meant soldiers battling to chain up the dragons

Most of the other stuff like White Walkers and Children of the Forest aint really gonna cost much because it is all actors in costumes and CGI is only used to add effects and touch ups

I can understand that. Sending his kids over to help isnt my concern. Sending them by themselves is. Howland is a lord, he should have had a few sword swords to send as well for protection
