Low key the Panthers are mostly response for the RICO technique. They could never pin anything on the leaders, and as racist as they were it was a bad look for the FBI to charge a social program organization with crimes that didn’t exist. So what they would do is they would charge the BP leaders with the crimes other members did. So lil Johnny would steal a candy bar or something, and they would charge the heads with those crimes claiming their organization made them all responsible.
