In a nutshell, this was something the feds created during the cocaine cowboy years. Basically they couldn’t pin anything on the big timers so they came up with the Rico Act which basically states if you can just be proven to be affiliated with a criminal organization you can be legally charged with the criminal actions of its members.

So they were able to pin murders on shot callers and even bankers in Miami who never pulled a single trigger
Low key the Panthers are mostly response for the RICO technique. They could never pin anything on the leaders, and as racist as they were it was a bad look for the FBI to charge a social program organization with crimes that didn’t exist. So what they would do is they would charge the BP leaders with the crimes other members did. So lil Johnny would steal a candy bar or something, and they would charge the heads with those crimes claiming their organization made them all responsible. Much smaller scale than how they did with the Mafia but same gist
