Because the Republicans said it was illegal to count electronically after 2020 and now manual count is the method

We rely on technology for everything but somehow can't find a way to modernize voting where people can feel confident that it's not getting rigged. 2016 really pushed us back for years so we have to deal with hand counting for certain states.
