Like what? It's an enclosed parking garage where their car ain't gonna get snowed on, plus if something happens there is security and camera and they are in a centralized location, not just a random Walmart parking lot or park parking lot.
There's arent just places a plenty to go. If that was the case, many people would be off the streets. Many shelters cannot handle the load of transients when it gets really cold. Plus you got dumb fukk mayors and governors who thinks it's cute to bus transients to other cities and across state lines.
