If they died in the fathers custody I would blame the father. But they were in the mothers custody. She is 100% at fault and responsible while they are in her custody. Being homeless didnt kill the kids. Extreme neglegence and not having proper clothing on them while going to a casino to gamble and get high is why they are dead. She called a "friend"to take them to the hospital at noon the next day. who sleeps until noon unless they were high or drunk the night before? Why didnt she stay with that "friend" that night since she has friends? She is going to jail.

If she left her kids at the police station, hospital or fire department social services would come get them and take care of them until they find somewhere to place them (Either with relatives, the father or a foster home).
