Not the same thing. They weren't intending on being awful the year they took Clausen. They took a chance and played Clausen. He didn't play well and they won the #1 pick. There's a good chance we pick a QB without either Hackenberg or Petty ever seeing the field.
The schedule alone indicates we'll be picking high next season no matter what we do.
if you're gonna pick a QB and you THINK he can be something other than a backup for you, commit, especially when you use a high pick to get him. I mean commit in the sense of believing at some point he'll start for you. Otherwise, spare the "we believe in him" stuff. They clearly don't if they're gonna do this all over again next year, and they will.
If you're Mac and you're from a certain school of thought, then you pick who you believe is the best available QB reardless, until you strike paydirt. And of course you tell every QB you pick you believe in them until they show that they're not worth that vote of confidence otherwise. You go for that guy every year. I believe that defense wins chips, but you gotta have a good QB regardless. I believe in Geno, but fact of the matter is, he turned the ball over a lot. So did Marky Mark, with that 09-10 defense, what we could have done.

Why not? At some point, if we really want to make it do what it do, we gotta suck on some porn star shyt. We gotta get high draft picks and build through the draft.
