That sounds good no doubt. I just think that Cena not even getting a title shot after endless opportunities until the end of the year could make for compelling television.

See, this is why in hindsight, I wish they didn't do that "Cena can't go to WrestleMania" storyline in 2018. It would make more sense for them to do it now. Back then, Cena was also part-time, but he was around more often. The thought of him not being able to get a WrestleMania match made no sense. Nobody on the roster wanted to make a name for themselves by challenging him? He was so desperate to compete at WrestleMania, he had to call out a guy that only wrestled once a year and was already retired?

This time, it would actually work. Cena doesn't want to just compete at WrestleMania, he wants a world title match. He wants the main event, he wants to win his 17th championship. It makes it more believable that he would go to extreme lengths and use his influence to get that match.
