His statement is a reflection of the income inequality and poverty afflicting most Africans.

He is basically saying, why do people spend so much money taking care of dogs when there are people living in desperate poverty in squalid conditions who need that money to make their lives better, in the most inelegant way possible.

I wouldn't read too much into it as a statement about race per se.

Back in Centralafrica most people who had dogs was to defend their damn house...and yes dogs are huamn's best friends, they do become "part" of the family...that's got nothing to do with dog sleeping inside (ours didn't) or trying to lick us in the face and shyt (they' get a kick in the ass for that). he does his job, gets a bone, and that's basically it...dogs don't cost shyt...we just gave them whatever food was left...go to the vet once a year, if that...yeah we'd play play with them, and why not? why is it some black people wanna act all serious and shyt, on some "Man ME playing with my dog? That's white shyt". Shut up and lighten up.
