That tweet is not worth responding to seriously, it's typical Twitter bullshyt, but the easy answer is the average citizen doesn't have that potential for violence attached. Yo Gotti is a local legend and high profile citizen.

I looked up the amount of killings in Memphis, and it is statistically very, very violent. 400 murders a year./population of 650,00. That has to be traumatizing and revictimizing a whole generation to violence.
for comparison, San Diego has about 70 murders a year/population of about 2 million.
