The biggest problem with Cena is that his character is so stale. Hogan was able to avoid that thanks to the internet not being prevalent and the nWo.
Still I often wonder how we'd react if Austin never had neck problems or if Rock didn't leave for Hollywood. If you look at their number of reigns they were clearly headed to Cena/Orton territory.

They've had numerous chances to do it, and have had a bunch of faces that could have carried it. They just refuse to do it.
