As for the word itself, lots of people have been called "black" throughout history. Arabs called Indians black too in their record books so the terminology itself doesn't mean anything, in fact it's pretty fukking stupid.
these days black is more of a cultural thing in addition to race. People may accept French Montana as black because he is technically from Africa, and he's from the hood so he gets that pass. Nope, it clearly specifies that Indians and all other people from the sub continent are Asians, and sub-Saharan descended people are black. The horn is not in North Africa, and Indians are not mentioned in that "white" category, although I've seen some whites claim north Indians.

In America, a lot of Middle Eastern people like Casey Kasem and Ralph Nader have passed as white for years, and I've even met Lebanese people in America who self identify as white despite looking like Yasser Arafat. I don't know if they would have done Osama like that, although he's a very dark Arab.
Of course your every day cac these days doesn't accept them as white in day to day life, but under the right circumstances (historical accomplishments) they'll label them white.
