Let's look for a few alternative causes (outside of racist conspiracies)

1) The rise of hip hop as the dominant culture throughout he 1990s has led to more "hip hop" oriented shows that younger black people watch (all the reality shyt people complain about like Love and Hip Hop)

2) The older black folk gravitate towards Tyler Perry shows. Look at what he is doing in film as well. Look at what Ice Cube, Kevin Hart, etc are doing in film. That wasn't happening in the 1990s

3) Television audiences as a whole now have gotten so small that they can't support black sitcom shows anymore

4) The black shows that are out there focus more on black tastes and don't cross over as well (Cosby, Family Matter, even Different World had some white audiences) and thus can't get the high ratings
