How affordable are you thinking?
Or to be more specific, how much would you want to pay for one-month of rent for a one-bedroom apartment?

I lived in Poughkeepsie. For the size of town it is, it's not cheaper than Syracuse, Rochester or Buffalo. It has to do with its proximity to NYC. But, you should do your research before moving. There's a huge IBM headquarters so there's a lot of IBM money in the area. To note, anytime you want to live close to NYC, the rent and cost of living goes up.

No. Anywhere north of Peekskill is isolation filled with rednecks and crime.
It is isolation, but not as many rednecks. You need to go north or west of Albany for that.
Crime? Depends on the neighborhood. The poor parts of Poughkeepsie and Kingston have city-related crime. The rest is suburban-type crimes.
