yes there are plenty of weight classes where the top fighters are almost exclusively fighting in the USA even the ones who are originally not from there but this is not universally true, there are divisions which have a different landscape, not all divisions fall under the same rule
the point is always who they fight not where, you can't say that it's some universal rule that they have to fight in the US to be legit.
