Again without knowing details you can only make assumptions, she could have consented to the search because people usually don't know what is and isn't protected by the 4th amendment, usually law enforcement and court systems use it to its advantage but she also could have smelled like weed or her eyes could've been glassy those would give probable cause.How would he know she had weed on her before he searched her
The police have to have a reason for probable cause like being in the commission of a crime like an OVI, technically you'd have to fight it in court but they could use that the vehicle as leverage in a court case because the owner has drug warrants, if those warrants are for distribution then the car itself could be used as probable cause because they could say she's a mule.

You can deny a search request but there’s a lot of wiggle room for them to conduct one anyways. See something in the car, smell something, suspect you of being under the influence etc. Once they do and find some shyt then you have to fight it out in court whether the cause was indeed probable. They would also argue she was consenting awhen she simply gave him her bag when he asked for it. That’s likely consent as far as the law goes. Wild how quick some of that shyt escalates to life and death. Standing there puffing a smoke and minutes later in a shootout
