The only reason I can think of for this in the US is wrapping a tampon or sanitary napkin up before throwing it away. That’s what my mom taught me, don’t just have a bloody tampon/pad sitting in the trash, wrap it in toilet paper.

Otherwise, they might be from a country that doesn’t have plumbing that can handle flushing paper
