because prison was never meant for rehabilitation, it's a punishment.

This........A lot of people in Prison have been in there multiple times.......Plus some of them feel comfortable in there... I will never understand it....I did a week in Jail and was ready to kill myself.....mean while some of them were in there having the time of their life.......they are not victims of anything.
History from medieval l times...Prison was meant to put bad people away. Not rehabilitate them.That's actually not true. Prison was meant for rehabilitation up until around the 60's. That's when the US government started shifting it's policies from rehabilitation to over incarceration.
It's around the same time the majority of prisoners radically swapped from being majority white to majority black. There's a couple of books that touch on this topic, one of which being Why Americans Hate Welfare by Martin Gilens
In the 60's the face of poverty changed in the country as well to go from poor, white Appalachians to poor black welfare queens in order to sway public opinion against the welfare system and to stop lazy black women from destroying the country one black baby at a time.
I can go on and on about this subject, but it'll eventually turn into y'all dudes arguing about weaves, scandal, and calling every black woman on the planet a negro bed wench.

Recidivism and repeat offenders are a greater cost to the state.
That's the point though. Crime costs money. Repeat offenders cost the state a ton of money. If you could reduce the rates the US would save billions. If you invested half of that into rehabilitation programmes you'd see results.
