Couple things that I feel like I need to address.
Number one steak house is Capital Grill. Followed by Flemings then Ruth (as far as chain steak houses go

Man, I was SEVERELY disappointed with Capital Grille on the two occasions I went. I know locations differ, but the steak had zero flavor or seasonings. Best ever was Bob's Steak and Chop, original location in Dallas. Fork tender...

I used to only order well done steak. If there was any color at all in it, I would ask them to cook it some more. Then one day I ordered well done and got some steak so burnt it made me sick to my stomach. After that I flipped completely in the other direction and started only ordering medium rare or rare.
One time I went with my father to Sparks steak house in Manhattan and ordered rare filet mignon. He took one look at it like "How could you eat that??" I like being in a group of West Indians and ordering rare when everyone else is complaining that their well done isn't cooked enough.
Now, I'll buy even cheap "Western Beef" steaks and grill them rare myself.
I tried that once in Belgium. It was good, but the idea of it is taking it too far for me.
BTW, for those who think rare meat is just some kind of "European" thing, my mother just recently came back from a tour of Ethiopia. She learned that there's actually a tradition there to eat raw marinated beef. (She didn't try it):
