Geopolitical means that politics is involved, which means who is in and who is out is a political issue, not that all parts of the region will be involved.

East timor and Papua new Guinea are populated by black (oceanic) Christians. Now that may or may not have had an impact on the initial formation process of ASEAN. but, was that or is that a relevant factor in their exclusion from the formation? it's something to think about.
