I think it will be Ambrose. But at the same time Rhodes has been in the mid card for awhile and its getting to the point where he needs to move up or be a career mid carder.

Swagger already had his chance, so they're probably not gonna give him another one.
Cesaro just started a new gimmick, so it's probably best to legitimize that further before giving him a world title run.
Sandow and Rhodes look to be breaking up soon, but neither belongs in the world title scene.
Ambrose already has a championship, and I don't expect they'll let him hold two/drop one/unify them.

My guess is either Barrett or Fandango. I could see Fandango being penciled in since he didn't get the IC championship due to his injury, and even though I don't think Barrett is world title material, he seems like a likely choice as well.

I was going to say that Dean Ambrose doesn't need the World Title yet but then I realized that that means he should be the one who has it, because that title needs someone to make it recover from its state

At the same time, one of the other guys can get elevated by narrowly taking away his US title

It's because they don't have a mid-card or a tag team scene, both of which Cody would be perfect for. He's just not a main eventer in any capacity, thus the idiot writers don't know what to do with him.

Anyway, I think they'll finally pull the trigger on Barrett.

If Del Rio is a main eventer than Cody definitely has that potential too. When Cody had the mask gimmick he was over and the crowd responded to him. The only reason Alberto gets any reaction is because of Ricardo.
