I just figured it out. They will say Roosevelt the cop tried to rape Tara and when she resisted he killed her and was trying to cover it up when a shocked Gemma and Juice discovers him in the act , he attacks Gemma who he tried to rape while Juice was outside , he hears the commotion and kills Roosevelt after pleading with him to turn himself in. He says that Roosevelt killed Tara for his wife and unborn baby's death that he feels Jax was a part of. He says that Roosevelt and August Marks were planning to turn charming into a porn capital and drug den. That the the Sons were forced to help them until Jax took a stand and fought back for his hometown. The Sons can say the DA was working with Marks to frame the Sons along with the Mayans , that way the blacks get all the blame again.
