Unpopular Opinion: London & Tokyo are the only other non American cities wavy enough to be considered. Need the story from a (Black/Asian) minority’s perspective to restore the San Andreas feel.
- Tokyo: A souped up Sleeping Dogs. With more refined fighting system (actual martial arts). You can then add in gang wars between Yakuza, Triads & Russian mobsters.
- London: A melting pot of cultures. Caribbeans, Irish Gangs, British Mobsters, American Connections & European Getway. If they want to be ambitious, turn the clock and go old school.
