Per capita actually works perfectly for EPA because of how small EPA is. But even then, back in the 90s was there a part of EPA that was safe? That needs to be taken into consideration. That's why the St. Louis numbers are misleading. The real number is far worse for the communities that actually have the crime. I've never been to St. Louis and I know next to nothing about it, but I can state with certainty that there are parts of St. Louis that are perfectly safe. If the per capita number includes those areas, then it's misleading. We need to get statistics for neighborhoods.
That's what I'm saying. The hard part is already done with EPA-- it's essentially already reduced to it's neighborhoods. If the same were done with Saint Louis...Shiiiid. 1500 robberies 3500 assaults reduced down to a condensed area? That's crazy.
