No contradiction. Per capita makes sense in certain context and in others it doesn't. In cities as small as EPA, per capita doesn't make sense if the number is extremely low like 5. At it's peak of 43, ok. Past a certain point per capita doesn't help your argument. Per capita works for Saint Louis because your chances of being a victim there are 1 in 60, not to mention the amount of assaults that happen in Saint Louis is equals or exceeds to that of cities three times it's size. Keep in mind an assault can be a murder attempt or something you live through but causes trauma. A 1 in 60 chance of getting smacked up is a crazy number.

Per capita actually works perfectly for EPA because of how small EPA is. But even then, back in the 90s was there a part of EPA that was safe? That needs to be taken into consideration. That's why the St. Louis numbers are misleading. The real number is far worse for the communities that actually have the crime. I've never been to St. Louis and I know next to nothing about it, but I can state with certainty that there are parts of St. Louis that are perfectly safe. If the per capita number includes those areas, then it's misleading. We need to get statistics for neighborhoods.
