Greater cultural/economic integration took place in the 90's. Also, I think a lot of the black nationalism in the 80's and early 90's was propelled as a way to counter Apartheid South Africa. When Mandela initiated a multi-racial democracy, a lot of people fell asleep.

A lot of black people were jailed under false allegations and marijuana use/possession and other silly laws. That and the crack epidemic like someone mentioned really stifled the growth because Ronald Reagan, in the 80s, began his, "war on drugs" (backed by his involvement with the private prison industry). We then have white people taking hold of the message in the black empowerment movement within rap and pretty much b*stardizing the genre of rap to which crack-addled mothers and fathers raised crack babies that liked the mentally deficient music that whites gave to them. Then we have blacks raping about murdering "n****" to which the white youth could relate because, you know, they want to be like their fathers and murder a bunch of blacks. A white boy would never buy a black rappers music talking about killing a bunch of whites. I am generalizing everything but I am not far off in that assessment.
