True but I have never seen someone with a strong OHP that has a weak bench, I have seen it the other way around though.
A max bench means nothing without saying how much you weigh. Relative strength is what reveals itself in your physique.
If you weigh a lot less than someone but can lift a far greater percentage of weight in relation to your bodyweight then your physique will look significantly more impressive.
And at the end of the day an impressive physique is what most people who go to the gym are after. Most people are not trying to be competitive powerlifters.
