It has nothing do to with heat either. India is in the 90s constantly and the virus is alive and well there.

Africa deals with viruses and disease constantly from AIDS, Malaria, West Nile, Ebola...they have been accustomed to controlling outbreaks and limiting contact when needed. They also practice pretty good hygiene despite what may be portrayed in the media.

Combine that with the fact that they probably aren’t even really testing out there and you end up with low numbers.
