I hate to say this but you are right, he is a joke and i feel nothing for him, 4 years at a job and you only make 9.80 per hour and you have a kid to bring up. At certain points in life you have to look in the mirror and say i messed up and pick up your life, 9.80 per hour and 15 hrs a week leaving you with about 130 a week and you want to strike, instead find another job, security or something to bring in more funds, losing your kid should have been the deal breaker to spur him on.

Enough money to survive. To be able to afford the basic necessities.

Right. But it's retail. It's not designed to make sure you're making your rent. There are people with college degrees barely making rent and they aren't doing mindless work.
