That whole verse was a jab at Major Figgas (Jay was actually talkin directly to Beanie Sigel in the first half of that verse), everything else is hearsay.
Another thing I have to add is this song will probably sound a lot better if you actually had something to celebrate

Basically, at that time, the Figgas came in on that fly-get-money tough rap, that not too many people were on then. They had a little buzz, signed for 1M, and were publicly clowning Roc for offering them the trash deal that became Sigel & Young Gunz, O & Sparks...not sure about Free, but Peedi definitely wasn't included in that amount because he came after the other 5 (O& Sparks were signed for 10K, YGz were signed for 10K, Beans amount never came out, but it couldn't have been more than 30K, and that 50K was that they tried to give MF)...Beans had still been giving the Figgas props, working with them, and then the song comes out. A little cars, flow, jewerly etc..and it's "MC's on our heels"...was rumored to be a jab at MF. Either way, that's how MF took it...and to top it off, Dame/Jay started putting the battery in their backs about "fukk MF...y'all hotter" But Gill has since never given Jay a full blown compliment...it's always underhanded.

Most of them ended up being true...or at least the rumor having enough legs that it started something real...especially in the case of Jay-Z sneak/subtle disses (Mase, Lox/Kiss, Cam, Sigel, Figgas, X, Ja, Nas, Joey Crack, 50). The verse was going at the Figgas, and if it wasn't, it's the rumor that started the riff between Figgas & Sigel that initial led to the crazy beef between State Prop & MF.
The direct disses were more of the ones that weren't true "roc-a-fella coat" etc.
