if Voldy truly mastered death he would've been unfukkable, but some of his traps for the horuxes were ill...the locket one, the one at the bank (book version was better, cause shyt would burn you). He really didn't have a plan per se when he got back though...he just wanted to chill and kill muggles. If he really wanted to expand beyond to overseas, he might've been able to pull it off

Even his horcruxes weren't thought out he had one of them try to kill the other.

Hell to the no, maybe that's the modern new canon, but they Empire is a tyrannical government. People who've never had run-ins don't have as much of a problem, but the empire was stone cold evil. Look at Star Wars, they're looking for droids and murder a whole crawler full of Jawas even AFTER they get the info they need. They murder Lukes aunt and uncle too.

Going back and watching Star Wars with adult eyes, teh whole theme was the Empire is absolutely powerful to the point they don't even bother with diplomacy any more. They just crush anything or anyone in their way. Been a while, but from what I remember the outskirts of the empire tended to be more neutral because they didn't have the fukked up daily interactions with the empire (which was also insanely corrupt on lower levels too).
